I vote for the new bike out these two. Sounds like the used bike was abused
If you find another '99 in mint condition or 0 miles, $3.4k sounds right about fair(maybe even high).
You are supposed to have fun, not set yourself up for problems.
I'm not a mechanic, just a voice of conservatism and a little bit of laziness.
My two cents, and that is about what it is worth.
